These are specially meant for people with low incomes.
The state of California has also passed some laws for making health insurance more affordable and easy to obtain. One such Act is the Cal-COBRA, which relates to extension of current group insurance when there is a qualifying event like termination of employment or reduction of hours from part-time to full-time. The extension period is 36 months. Another act is the Health Insurance Portability and Accountability Act (HIPAA). Under HIPAA, individuals who have lost their employee sponsored group health insurance plan can purchase health insurance coverage even if they have a preexisting condition.
